Can I transplant a native witch hazel in autumn or should I wait until spring? The plant in question is in sheub form and about 4 feet tall and wide.

Yes, now is a great time to plant / transplant trees and shrubs. Any plant that spends the winter in a container is at greater risk of root damage from freeze-thaw cycles or drying out, and they'll miss-out on time to establish roots if they wait-out the fall/winter in a pot. As with any new planting (at any time of year), just be sure to monitor the plant for watering needs so it doesn't get too dry if rains or snow are lacking.
