I have a raised garden bed that is 7.5ft x 4ft x 20 inches high in which I grow organic vegetables & herbs. Is it too late for me to plant garlic cloves for my spring/summer 2025 harvest?

It is pretty late but garlic probably won't keep well enough to plant in the spring. It is probably not a big investment so if you plant it there is a chance you will get spring garlic. I would mulch thickly.

When I plant the garlic cloves in the soil, I leave the papery skin on the cloves, correct?
Yes, leave the paper.Be sure to mulch and take off the mulch when you see shoots emerging in the spring.
